Was poking around the internet today and found felt mini top hats available for modifying at Joann.com. They're only $1.99 each.

Might be worth looking into for any Steampunk costumes peeps might be working on for this realm. =)

I also found a couple hat making tutorials on Deviant Art. Haven't checked them out yet, so not sure how good they are, but here ya go. =)
